In 1999, four professional consulting organizations agreed to cooperate to develop a Common Code of Ethics for Consultants and Consulting Organizations. 

The charge to the Committee was to develop a Common Code of Ethics that would be a resource for consulting organizations who wanted to develop a new Code or revise an existing Code. Further, the Common Code must be useful for individual consultants and consulting practices that want to develop a code for their own practice but who are not a member of an organization with such a Code or they belong to an organization that has a limited or inadequate Code for their purpose.
